Is you battery pack and cables able to feed 25W plus enough extra to allow for losses into your voltage regulator? If not, you won't get 25W (5V/5A) going to the Pi.
The output rating on the regulator is not the guaranteed current output. It's the maximum current you can put through it* and expect it not to fail and to maintain regulation og the output voltage. If you feed it with 12W (12V/1A) the most you get out is 12W less loses in the regulator. It can't magically create the extra 13W.
