Thanks for your help. We are making some progress.
I have tried your suggestions.
If I boot to console 405 lines works fine.

But if I boot to GUI I still only get 405 lines for about 3 seconds and then it returns to 625 lines.
When in composite GUI mode and go to the Raspberry menu and select Preferences->Screen Configuration
then right-click on the grey box. 544x380 does not appear or any of the new resolutions.
I just get a list of the normal resolutions.

3200x1800

.....
720x480
640x480
