Congratulations. You've just found that not all SD cards of the same size have the same capacity. Not even ones of the same brand/model. (Note the small print on the listed capacity!).
It's pot luck if you find one exactly the same size as or larger than another.
There is a utility someone wrote called "image shrink" or something like that, which will reduce the size of the image file by removing some of the free space in it. Sorry I haven't got a link to that utility to hand.
For copying SD cards, you can use the SD Card Copier in Raspberry Pi OS (Desktop version), which will copy from one device to another (SD card, USB drive or NVMe SSD) and adjust the size to fit (if possible). It doesn't work with images though.
