I could be wrong, but I think you'll get 3A@5V out of many USB-C ports on PCs, especially if they are Thunderbolt ports. 3A might be plenty for a Pi5 powering just the Pi and a mouse; you only need 5A for higher power USB devices. The Pi5 itself is around 800mA, according to the docs.
I can't remember for sure, but I think the rear Thunderbolt ports on my ROG Crosshair motherboard do 27W USB-PD, and the front panel USB-C does something like 60W (it has its own supplemental PCIe power connector).
