- It doesn't need to. You're running Bullseye. Pulse Audio is the default. Unless something you have done has uninstalled it.
If you need to install it manually I'd expect it to be available the same way as any other package: through apt. Plus it's highly likely that had you browsed the rest of the Pulse Audio documentation (links near the top of the page) you'd have found the information you seek. - Yes it does:

If you cannot work out what needs to be done, cannot perform the necesary web searches, and cannot apply the results, that's on you. If you feel strongly that the PulseAudio devs need to provide more detailed documentation, take it up with them.
I'm sorry but, as you might have guessed, your apparent refusal to do even basic searches/link following/self education combined with your demands for handholding has worn through my patience and out the other side.
